Woods was an influential figure for Rotherham United but failed to stop them sliding into League Two last season.
Millers boss Mark Robins offered him a new contract which he turned down and despite reported interest from The Reds, Sheffield Wednesday, Norwich and Scunthorpe, Woods has signed a four year contract at the Keepmoat Stadium.
